ABSTRAK

Setiap adanya pembangunan disuatu daerah sudah sepatutnya melibatkan seluruh
elemen masyarakat. Seperti pembangunan Bendungan Rukoh yang berlokasi di
Gampong Alue Kecamatan Titeue Kabupaten Pidie. Pembangunan Bendungan
Rukoh awalnya diwarnai dengan penolakan oleh masyarakat, dengan dalih lokasi
pembangunan yang berdekatan dengan pemukiman. Oleh sebab itu pihak
pemerintah sudah seharusnya memberitahukan dan menegosiasikan berbagai
macam hal yang sekiranya akan masyarakat hadapi selama proses pembangunan
Bendungan Rukoh berlangsung. Tujuan dari penelitian ini adalah untuk
mengetahui dan menganalisis negosiasi pemerintah dan masyarakat dalam
pembangunan fasilitas Bendungan Rukoh. Metode penelitian yang digunakan
ialah penelitian kualitatif dengan pendekatan deskriptif. Metode ini memakai
Teknik pengumpulan data diantaranya observasi, wawancara dan dokumentasi.
Hasil penelitian dilapangan menunjukkan bahwa selama proses pembangunan
pihak pemerintah pernah mengadakan rapat, namun pada rapat tersebut lebih
fokus membahas mengenai masalah ganti rugi. Berbagai hal dan keresahan yang
masyarakat rasakan selama proses pembangunan berlangsung tidak dibahas.
Sehingga kemudian memicu aksi demo yang dilakukan oleh masyarakat, aksi
demo inilah yang kemudian membuat pemerintah harus turun tangan untuk
melakukan pertemuan kembali dan menjawab keresahan masyarkat dengan
memberikan jalan keluar dari proses negosiasi yang dilakukan.

ABSTRACT Every development in an area should involve all elements of society. Such as the construction of the Rukoh Dam which is located in Gampong Alue, Titeue District, Pidie Regency. The construction of the Rukoh Dam was initially marked by rejection by the community, on the pretext that the construction site was close to settlements. Therefore, the government should notify and negotiate various kinds of things that the community will face during the construction process of the Rukoh Dam. The purpose of this study was to identify and analyze the negotiations between the government and the community in the construction of the Rukoh Dam facility. The research method used is qualitative research with a descriptive approach. This method uses data collection techniques including observation, interviews and documentation. The results of the research in the field show that during the development process the government held a meeting, but at the meeting it was more focused on discussing the issue of compensation. Various things and concerns that the community felt during the development process were not discussed. So that then triggered a demonstration carried out by the community, this demonstration then forced the government to intervene to hold a meeting again and answer the community's concerns by providing a way out of the negotiation process carried out.
