ABSTRAK
Penelitian ini bertujuan untuk menganalisis luas dan sebaran tutupan lahan 10 tahun terakhir pada Daerah Aliran Sungai (DAS) Krueng Aceh dan mengevaluasi keselarasan antara rencana tata ruang wilayah (RTRW) dengan tutupan lahan pada DAS Krueng Aceh. Hasil analisa diperoleh dari hasil pengolahan citra digital yang berasal dari citra Landsat 7 ETM tahun 2009 dan citra Landsat 8 OLI tahun 2020. Berdasarkan hasil Evaluasi Konsistensi Kondisi Penutupan Lahan Di Daerah Aliran Sungai Krueng Aceh Terhadap RTRW Provinsi Aceh diperoleh hasil bahwa seluas 173.780,57 ha dari total luas areal penelitian sebesar 176.609,49 ha atau sama dengan 98,40 % dari luas Daerah Aliran Sungai Krueng Aceh tutupan lahannya konsisten dengan RTRW. Berdasarkan hasil Evaluasi Konsistensi Kondisi Penutupan Lahan Di Daerah Aliran Sungai Krueng Aceh Terhadap RTRW Provinsi Aceh diperoleh pula hasil bahwa seluas 2.828,92 ha atau sama dengan 1,60 % dari luas Daerah Aliran Sungai Krueng Aceh tutupan lahannya inkonsisten dengan RTRW. Oleh karena itu perlu dilakukan percepatan penyelesaian agenda Peninjauan Kembali terhadap RTRW Aceh yang ditetapkan berdasarkan Qanun Aceh No. 19 Tahun 2013 diikuti RTRW Kabupaten Aceh Besar, Kota Banda Aceh terkait dengan prioritas memperkuat daya dukung DAS Kr. Aceh yg mempertimbangan luas serta sebaran tutupan hutan yang lebih proporsional sesuai ketentuan berlaku serta dilakukan pemulihan terhadap DAS Kr Aceh, melalui Rehabilitasi Hutan dan Lahan pada kawasan lindung serta mainstreaming (pengarus utamaan) penerepan teknik budidaya lahan yg sesuai dengan prinsip Konservasi Tanah dan air di wilayah DAS Kr Aceh yang berfungsi sebagai kawasan budidaya.

ABSTRACT This study aims to analyze the area and distribution of land cover in the last 10 years in the Krueng Aceh Watershed (DAS) and evaluate the alignment between the regional spatial plan (RTRW) and land cover in the Krueng Aceh watershed. The results of the analysis are obtained from the results of digital image processing derived from Landsat 7 ETM images in 2009 and Landsat 8 OLI images in 2020. Based on the results of the evaluation of the consistency of land cover conditions in the Krueng Aceh River Basin to the RTRW of Aceh Province, it was found that an area of 173,780.57 ha of the total research area of 176,609.49 ha or equal to 98.40% of the total area of the Krueng Aceh River Basin covered the land is consistent with the RTRW. Results Based on the evaluation of the consistency of land cover conditions in the Krueng Aceh watershed against the RTRW of Aceh Province, it was also found that the area of 2,828.92 ha or equal to 1.60% of the area of the Krueng Aceh River Basin, the land cover is inconsistent with the RTRW. Therefore, it is necessary to accelerate the agenda for the Review of the Aceh Spatial Plan which was determined based on Aceh Qanun No. 19 of 2013 followed by the RTRWK Kab related to the priority of strengthening the carrying capacity of the Kr. Aceh, which takes into account the area and distribution of forest cover that is more proportional in accordance with applicable regulations and restoration of the Kr Aceh watershed is carried out, through forest and land rehabilitation in protected areas and mainstreaming the application of land cultivation techniques in accordance with the principles of soil and water conservation in the Kr watershed area.
