ABSTRACT FRANS AMNAN, THE ROLE OF CHIEFTAIN ON PREVENTING THE EMERGGENCE OF ELECTORAL CONFLICTS 2017 IN THE BINTUNI BAY DISTRICT ( Case Study The Noken System in The regent elections in 2017 in the northhern moskona District) Faculty of Social and Political Sciences Syiah Kuala Univeristy. (Ubaidulla, M.A) (xii.62), pp., bibl., app. The election by using uncommon procedure called Noken system was originally born in the Papua Mountains. It is one of the cultural masterpieces of the indigenous and local wisdom in Papua. When a momentum of public elections come to Papua Highlands, the local people in Papua used Noken system which is regarded as an equal election system as in the general election in which election boxes are provided for the voters. The Noken system is an electoral system in which the voters use a Noken hanging up in one of the wood and is used as a substitute for the ballot or election box. Although the technical and election procedures of the Noken system is different from the procedures in general election management, but the indigenous peoples still hold their elections by empolying such system. They believe that this system is a fair and honest procedure because it is the result of a collective deliberation. The objective of this study was to know the application of election of noken system in Papua Especially in northMoskona district of bintuni bay Regency. The overall subjects of this were 8 people, namely Tribal Chief, members of Chiefs, PPD north moskona, Head of Villages and Community of moskona District. The data collection techniques used to collect the data include (a) In-depth interviews; and (b) Observation. this research employed technical qualitativQe data analysis. To test the validity of the obtained data, the writer used triangulation techniques to the source of the data. Based on the results of observation, it showed that the application of Noken electoral administration system in District north moskona was performed in two ways i.e. by hanging humans and large Noken. The Bigman system was done by submitting all the votes to traditional leaders or heads while hanging out or Noken with suspension system in which people come by themselves to the polls, see and insert ballots for party bags that have previously been agreed. Both of these fair systems benefit them according to the beliefs and customs of the local people who live in the Lanny Jaya Regency in Papua.
