ABSTRAK
Infrastruktur jaringan telekomunikasi merupakan salah satu kebutuhan penting
dalam kehidupan masyarakat di era digital karena berperan dalam mendukung
aktivitas pendidikan, pelayanan publik, serta kegiatan ekonomi. Ketersediaan
jaringan telekomunikasi yang memadai memungkinkan masyarakat memperoleh
akses informasi secara cepat dan mendorong peningkatan kualitas hidup. Namun,
akses jaringan telekomunikasi di Desa Melidi Kabupaten Aceh Timur masih
belum optimal, ditandai dengan belum meratanya jangkauan jaringan serta
keterbatasan akses di beberapa wilayah, sehingga sebagian masyarakat belum
dapat memanfaatkan layanan digital secara maksimal. Kondisi ini berdampak
pada keterlambatan arus informasi serta terbatasnya peluang masyarakat dalam
mengembangkan potensi ekonomi berbasis digital. Oleh karena itu,
pengembangan infrastruktur jaringan telekomunikasi menjadi salah satu upaya
strategis pemerintah daerah dalam meningkatkan pemerataan akses komunikasi
dan informasi bagi masyarakat. Penelitian ini bertujuan untuk menganalisis peran
pemerintah daerah dalam pengembangan infrastruktur jaringan telekomunikasi di
Desa Melidi Kabupaten Aceh Timur serta hambatan yang dihadapi. Metode yang
digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui
observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa
pemerintah daerah telah melakukan berbagai upaya, seperti koordinasi dengan
penyedia layanan telekomunikasi serta pengusulan pembangunan jaringan melalui
perencanaan pembangunan daerah. Namun dalam pelaksanaannya masih terdapat
beberapa kendala, antara lain kondisi geografis wilayah, keterbatasan infrastruktur
pendukung, serta belum meratanya jangkauan jaringan telekomunikasi di seluruh
wilayah desa. Upaya peningkatan infrastruktur jaringan telekomunikasi di Desa
Melidi memerlukan dukungan dari berbagai pihak, baik pemerintah daerah,
penyedia layanan telekomunikasi, maupun partisipasi masyarakat. Dengan
demikian, Pemerintah Kabupaten Aceh Timur diharapkan dapat meningkatkan
koordinasi dan perencanaan pembangunan infrastruktur telekomunikasi secara
lebih optimal, memperluas kerja sama dengan penyedia layanan, serta
memprioritaskan pembangunan jaringan hingga ke wilayah yang belum
terjangkau agar pemerataan akses jaringan dapat terwujud dan mampu mendorong
peningkatan kualitas hidup masyarakat serta mendukung perkembangan
pendidikan, ekonomi, dan pelayanan publik di wilayah tersebut.

ABSTRACT Telecommunication network infrastructure is one of the important needs in people's lives in the digital era because it plays a role in supporting educational activities, public services, and economic activities. The availability of an adequate telecommunication network allows people to gain access to information quickly and encourage the improvement of the quality of life. However, telecommunication network access in Melidi Village, East Aceh Regency is still not optimal, characterized by uneven network coverage and limited access in several areas, so that some people have not been able to utilize digital services to the fullest. This condition has an impact on the delay in the flow of information and the limited opportunities of the community in developing the potential of a digital-based economy. Therefore, the development of telecommunication network infrastructure is one of the strategic efforts of the local government in increasing the equal distribution of communication and information access for the community. This research aims to analyze the role of local governments in the development of telecommunication network infrastructure in Melidi Village, East Aceh Regency and the obstacles faced. The method used is qualitative descriptive with data collection techniques through observation, interview, and documentation. The research results show that local governments have made various efforts, such as coordinating with telecommunication service providers as well as proposing network development through regional development planning. However, in its implementation, there are still several obstacles, including the geographical conditions of the region, limited supporting infrastructure, and the uneven coverage of the telecommunication network throughout the village area. Efforts to improve the telecommunication network infrastructure in Melidi Village require support from various parties, both local governments, telecommunication service providers, and community participation. Thus, the East Aceh Regency Government is expected to improve the coordination and planning of telecommunication infrastructure development more optimally, expand cooperation with service providers, and prioritize network development to areas that have not yet been reached so that the equal distribution of network access can be realized and be able to encourage the improvement of people's quality of life and support the development of education, economy, and public services in the region.
