Abstrak abstrak karya akhir diserahkan kepada panitia ujian untuk mendapatkan gelar magister manajemen pada program pascasarjana universitas syiah kuala mewujudkan birokrasi digital yang adaptif: analisis kemampuan dinamis, agility organisasi dan literasi digital aparatur sipil negara (asn) di badan kepegawaian aceh oleh : ravizah hannum nim : 2401202010043 konsentrasi : manajemen sumber daya manusia pembimbing utama : prof. dr. mahdani, se, m.m pembimbing pembantu : dr. syafruddin, se, mba.cdmp penelitian ini mengkaji peran dynamic capabilities, organizational agility, digital literacy, dan leadership support dalam mempengaruhi digital transformation performance pada sektor publik. dengan menggunakan kerangka dynamic capability view (dcv), penelitian ini mengusulkan model terintegrasi di mana organizational agility memediasi hubungan antara dynamic capabilities dan kinerja, sementara digital literacy dan leadership support berperan sebagai variabel moderasi. data dikumpulkan dari 123 aparatur sipil negara di badan kepegawaian aceh (bka) dengan menggunakan pendekatan sensus dan dianalisis menggunakan partial least squares structural equation modeling (pls-sem). hasil penelitian menunjukkan bahwa dynamic capabilities—yang terdiri dari sensing, seizing, dan reconfiguring—tidak memiliki pengaruh langsung yang signifikan terhadap digital transformation performance. namun demikian, dynamic capabilities secara signifikan meningkatkan organizational agility, yang selanjutnya memiliki pengaruh kuat dan signifikan terhadap kinerja. analisis mediasi menunjukkan bahwa organizational agility sepenuhnya memediasi hubungan antara dynamic capabilities dan digital transformation performance, yang menegaskan perannya sebagai mekanisme translasi utama. sebaliknya, efek moderasi dari digital literacy dan leadership support tidak signifikan secara statistik, yang menunjukkan bahwa kedua variabel ini lebih berfungsi sebagai kondisi pendukung daripada penguat hubungan utama. temuan ini memperluas dynamic capability view dengan menekankan pentingnya mekanisme pada level organisasi dalam merealisasikan nilai dari kapabilitas strategis. secara praktis, penelitian ini menegaskan pentingnya organisasi publik untuk memprioritaskan agility—melalui struktur yang fleksibel, pengambilan keputusan yang cepat, dan integrasi proses—dibandingkan intervensi yang hanya berfokus pada teknologi atau peningkatan keterampilan semata. pada akhirnya, penelitian ini menunjukkan bahwa keberhasilan transformasi digital pada dasarnya merupakan tantangan organisasi, bukan sekadar tantangan teknologi. kata kunci: dynamic capabilities, organizational agility, digital transformation performance, digital literacy, leadership support

ABSTRACT Abstract of Final Paper Submitted of The Examination Committee in Partial Fulfillment of The Requirements for The Degree of Master of Management on Graduated Program of Syiah Kuala University DYNAMIC CAPABILITIES AND DIGITAL TRANSFORMATION PERFORMANCE: THE ROLE OF ORGANIZATIONAL AGILITY IN THE PUBLIC SECTOR By: RAVIZAH HANNUM SN: 2401202010043 Concentration : Human Resources Management Supervisor : Prof. Dr. Mahdani, SE, M.M Co-Supervisor : Dr. Syafruddin, SE, MBA.CDMP This study investigates the role of dynamic capabilities, organizational agility, digital literacy, and leadership support in influencing digital transformation performance within the public sector. Drawing on the Dynamic Capability View (DCV), the research proposes an integrated model in which organizational agility mediates the relationship between dynamic capabilities and performance, while digital literacy and leadership support act as moderating variables. Data were collected from 123 civil servants at the Aceh Civil Service Agency (BKA) using a census approach and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results reveal that dynamic capabilities—comprising sensing, seizing, and reconfiguring—do not have a significant direct effect on digital transformation performance. However, they significantly enhance organizational agility, which in turn has a strong and significant impact on performance. Mediation analysis confirms that organizational agility fully mediates the relationship between dynamic capabilities and digital transformation performance, highlighting its central role as a translation mechanism. In contrast, the moderating effects of digital literacy and leadership support are found to be statistically insignificant, suggesting that these factors function more as enabling conditions than as direct amplifiers of performance relationships. These findings extend the Dynamic Capability View by emphasizing the importance of organizational-level mechanisms in realizing the value of strategic capabilities. Practically, the study underscores the need for public organizations to prioritize agility— through flexible structures, rapid decision-making, and process integration—over purely technological or skill-based interventions. Ultimately, the study demonstrates that successful digital transformation is fundamentally an organizational challenge rather than a technological one.
